About Empire State Developments
Empire State Developments launched in 2021 as the development arm of the Empire group, which has more than three decades in contracting and supplies. It is led by Eng. Mahmoud Serag and Eng. Mostafa Mohsen. Before its current projects, the developer launched Centro Business Park in the New Capital, with Spanish-inspired architecture, and Cyan in Ras Sudr.
Before you buy from Empire State
As a development brand the company is still young, but the group behind it comes from contracting, which gives you two ways to judge it. First, ask about Centro Business Park, which came before Upmount: how far along it is and whether it has been handed over; that is the closest practical indicator. Second, visit the Upmount site yourself and see how much work is actually happening. For the compound, ask which district it sits in and how close it is to services; for Evet Mall, ask which activities are permitted and who will operate the mall. The company talks about large investment figures, but what matters to you is what your contract says: the delivery date, the late-delivery penalty and the maintenance deposit.
