R4 District, Southern Central Axis (Mohamed Bin Zayed South), New Administrative Capital · Palm Hills Developments
Village de la Capitale is the first residential community Palm Hills Developments has built inside the New Administrative Capital. It sits in the R4 District directly on the Southern Central Axis, also known as Mohamed Bin Zayed South, facing the 97 Hills project, and spans about 290 feddans of apartments, townhouses and standalone villas.
Every unit currently listed is under construction with handover due in 2030, and most are offered by the developer itself with just 1.5% down. That makes the project attractive to anyone wanting a foothold in the capital with a small first payment and a long repayment period, whether to live in later or to invest.
The master plan and architecture were produced by SWA, with greenery spread across the whole site and broad parks and landscaped areas for outdoor activities.
Water features are distributed evenly throughout the compound, cooling the air and giving most homes an open outlook: between 85% and 95% of units face landscape or water. The design renders show light-toned apartment buildings with stacked balconies and villas with simple horizontal lines and large windows.
Phase one occupies 88 feddans of the site, and units are currently offered across phases one and two.
The project covers about 290 feddans in total, 88 of them in phase one, with gardens and water features dominating the land. The developer has not yet published a total unit count or a built-up ratio.

Here the developer relies on a very low down payment and back-loaded installments that start small and rise gradually toward handover. Two plans are available:
Installments on the listed units are paid monthly.
For a resale unit, the buyer pays the owner what they have paid plus the premium, then keeps up the remaining installments to the developer. Before that, get a statement of account from Palm Hills and ask about the transfer fee and the maintenance deposit.
A rough estimate excluding interest, maintenance deposit and parking. The actual plan is set in the unit contract.
The project is designed as a self-contained community, with daily, sports and education services spread across it, including:
