Km 238, International Coastal Road, Ras El Hekma · Palm Hills Developments
Hacienda Ras El Hekma is a gated, city-sized coastal destination that Palm Hills Developments is delivering together with UAE-based Miran Hills at Km 238 of the International Coastal Road. It stretches over more than 1,400 feddans and fronts 4.8 kilometres of Mediterranean beach, and buyers often know it by its other name, Disney Bay.
It is built to work beyond the summer months, with hotels, beach clubs, a sports district and year-round services. It fits buyers looking for an upscale holiday home on one of the calmest bays of the coast, as well as investors chasing rental returns in an area that has drawn major state and Gulf investment since the Ras El Hekma agreement of February 2024.
The master plan is by OBMI, and it starts from the land itself: the terrain and how it meets the water and the shore decided where buildings go, how dense they are and how much open space lies between them.
Built-up area is capped at 14% of the site, leaving 86% for green corridors, crystal lagoons, gardens and water features. Homes are arranged so that about 95% of them enjoy a direct view of the sea, a lagoon or landscaped greenery.
The released renders show warm sand-coloured facades, curved rooflines, generous stepped terraces and arches framing private pools, a style suited to the Mediterranean climate.
Hacienda Ras El Hekma covers more than 1,400 feddans with a 4.8-kilometre coastline. With a built footprint of only 14%, most of the land goes to landscape and lagoons, which keeps density low for a project of this size.

Palm Hills takes a 5% down payment, after which the buyer chooses between two routes: the balance in fixed installments over 8 years, or stretched to 10 years with back-loaded installments that start low and rise over time. The shorter plan usually means larger individual payments, while the longer one eases the first years. Depending on the unit, installments fall due monthly or quarterly.
Should you later buy from an existing owner, you refund what they have paid the developer plus the agreed premium, then take over the remaining installments in your name. Before signing, get an official statement of account from Palm Hills and confirm the transfer fees and the maintenance deposit.
A rough estimate excluding interest, maintenance deposit and parking. The actual plan is set in the unit contract.
The project is planned as a coastal city with its own full set of services, including:
