Km 191, International Coastal Road, Ras El Hekma, North Coast · Palm Hills Developments
Hacienda Waters is a seaside resort developed by Palm Hills Developments at Km 191 of the International Coastal Road (Alexandria to Marsa Matrouh) in the Ras El Hekma area. It occupies 161 feddans facing the Mediterranean, with 400 metres of shoreline. Access is from the coastal road or Dabaa Road, and neighbors include Gaia, Jefaira and June.
The resort is aimed at families who want a summer base where children and adults alike have plenty to do, with a water park, an arcade, a sports club and a five-star hotel on site. Chalets make up most of the supply, alongside apartments, penthouses, duplexes and cabins, plus a small number of townhouses and standalone villas for buyers who need more room.
Palm Hills kept building density low here: homes cover just 12.5% of the land, while 40.5% is given to landscaping, water features and hardscape, and 15% to a full commercial and leisure hub. The site runs 1.8 km inland from the beach, so the master plan takes the form of a long strip with residential clusters on either side.
Lagoons take up 18 feddans of the resort, and a number of units look straight onto them. The buildings follow a contemporary Mediterranean style: white facades, timber pergolas over the terraces and large glazed openings that bring in daylight and link indoor living to the gardens and water.
Hacienda Waters spans 161 feddans, 18 of them lagoons. Landscape, water and walkways account for 40.5% of the total, commercial and leisure services for 15%, and residential buildings for only 12.5%, which leaves generous gaps between homes.

The developer sells resort units on two plans: 5% down with regular installments over 8 years, or only 2.5% down with back-loaded installments over 12 years that start low and climb gradually. The shorter plan suits buyers with stronger monthly cash flow; the longer one eases the load in the early years.
Most current Hacienda Waters listings are resales. The seller recovers what they have paid the developer plus the agreed premium, and the buyer takes over the remaining installments. Request a certified statement of account from Palm Hills before paying anything, and check the transfer fee and the maintenance deposit, including how much of it is already paid.
A rough estimate excluding interest, maintenance deposit and parking. The actual plan is set in the unit contract.
